Gov. Phil Bredesen's key themes for the Cover Tennessee healthcare expansion program include accessibility, effectiveness and personal responsibility. The state facilitates the market in order to bring health coverage costs within reach and make affordable options for children, the chronically ill and the working uninsured. The plans will pay for what is most cost effective: preventive care, primary care and generic drugs; and for what works: best practices and disease management. The state is also focusing on the need for individuals to accept personal responsibility for their health by insisting everyone pay something toward their healthcare coverage as well as become responsible for behavior that affects their health. Here is a breakdown of the five strategic plans within the Cover Tennessee program.

CoverTN
Creates a partnership between the state, private employers and individuals to offer guaranteed, affordable, basic health coverage for working Tennesseeans who are uninsured.

AccessTN
Provides a comprehensive health insurance plan for seriously ill adults who can afford health coverage but who have been turned down by insurance companies as "uninsurable." A premium assistance plan will help low income insurables also take part.

CoverKids
Creates a partnership between the state and federal government to extend comprehensive health coverage to every uninsured child in Tennessee.

CoverRX
Expands the state's Safety Net program for affordable medication to low income, uninsured Tennesseeans.

ProjectDiabetes and Coordinated School Health
Expands educational and pilot projects to schools across the state to teach healthy lifestyles and eating habits. Also launches a grant program to expand prevention and treatment for Type 2 diabetes and obesity.
